Actually you might be on to something, because if you use less power on the fan, than what comes out of the windmill, you’d need a very big but lightweight fan

also you could connect multiple mini-windmills

Or if you used the initial fan to push something like steam, because steam needs very little power to blow, but can have a big affect on turbines
