Charzard was never ment to look like a dragon in the first place, mainly people from the west say that charzard should be dragon type because it looks like western dragons, but eastern dragons look completely different, and is just supposed to be a flying lizard, not a dragon, heck, Pokèmon was not even planning to be released in the west. Dragons in the west DO breath fire, but dragons from the east have control of the air, weather, water those type of things
And that is why Dragonite is dragon type and Charzard is not
