its because lucky blocks dont quite fit with the theme of minecraft. why would the player go mining for diomonds when he could instead just get them from lucky blocks. Its just not rewarding.

They should add a section where mod creators can make them in the Minecraft launcher, then anyone can access them, and get them for free.
