withered freddy was the freddy from fredbear and friends family diner but was scrapped in 1983 due to the bite of 83. still using the same endoskeleton the used a different suit hence why withered freddy has buttons but classic freddy doesn't. p.s fnaf 2 is a prequal

from things I've seen, wither Freddy is a Freddy before the first fnaf game that took the role of fredbear in the diner, so withered Freddy is one of the original Freddy's before the first main game.

Well you see. You can obviously see that they aren't the same model! Also they were remodeled(in-game/lore). That's why. Remember Fnaf 2 takes place in 1987, while FNAF 1 takes place in 1993.
