There shouldn't have to be... but there is. And since queer topics and acceptance and all the things mentioned above are not part of "just culture" we have to make those topics seen and heard even though these are all topics everyone should think about and not just people who have a non-standard gender or sexuality. But it's still something mostly queer people think about and usually it's because they have to deal with these issues. And therefore it is part of our culture and until the rest of the world notices their importance they will be a part of "queer culture" specifically.
