In my opinion, he's only 33% right. There is racism in America, it is a major problem, but I like to believe that most of America is not racist, and that most Americans are generally good people.

You misquoted him, clearly to give yourself an easier argument to debunk. I have never heard of anybody saying racism doesn’t exist in America. What Tim Scott said was that America is not a racist country. Racist individuals exist still, but there are not laws or policies that are strictly racist.
