Yes it is as the All Might of Discord I blame him

But it was because Bakugo was kidnapped by the league and AllMight had already passed down his quirk to deku meaning his own quirk would start to diminish, they showed us that in two heroes, Technically it’s his own fault that he lost his quirk but it was for the good.
Therefore it was NOT Bakugo’s fault, Bakugo just coincidentally thrown into the mix
