I just thought it was pretty obvious that Biden didn't say that so I was surprised when you didn't see the humor and had to explain it to me. The meme was meant as a joke. I actually hadn't noticed his stutter. I always thought he was just doing what far too many politicians do and that is trying to stop from saying something that might hurt their poll numbers and reversing course in mid speech. George W Bush used to do that and it used to bug me about him. To me when a politician does that it makes them sound dishonest. Biden is as dishonest and corrupt at the time. I voted for Bush both times but I never felt good about it. Something about him just bugged me. It turns out Bush was probably one of the smartest presidents we've ever had but no one ever knew that because of they way he spoke.

Back when Obama was first running for president, Katie Couric interviewed Biden. I don't remember the question she asked him but he said that when the 1929 stock market crashed America took comfort in watching President Roosevelt on TV. The only problem with that is in 1929 Herbert Hoover was the president. Roosevelt was the governor of New York. The television has just been introduced to the world at the 1928 World's Fair. There were no TV stations until the late 40's or early 50's.

Then during this campaign he was, for who knows what reason, explaining how kids used to love to rub his leg hairs and that he loves having kids jump on his lap. Was he trying to appeal to the creepy-old-dudes-that-you-try-to-keep-your-children-away-from demographic? He has a real problem with touching, kissing and hugging young girls and married women.

His senility is new but his gaffes and stupidity has been a part of who he is his whole life, or at least as long as I have been aware of him.
