No, I'm from a country that is seeing an eroding of society from people thinking they can get away from answering for their actions. The number of deaths would be drastically lower, if people just understood the simpleness of "Actions have consequences". They choose not to abide by that, so they find out that it was the wrong choice. The cops don't go out hunting for people to gun down, the people bring it upon themselves.
