You actually can. In the control center, you press and hold the flashlight icon to bring up a slider. I discovered it on iOS 12 though, so you might not be able to do it on older iPhones.

Be easy to do by just using an LED bulb, but why would you need a dimmer flashlight, in what situation will you ever stop and say "dangit my flashlight is too bright?"
