Why

well, nowadays, mod/owner abuse is common in streams. ive seen people unfeature posts for no reason, deleting comments just because someone has a different opinion, people messing with the stream's settings, etc. if there was an option to ban hammer, mod abusers would be one happy lot. either we don't add a ban button, or the stream owner can choose who can have the ban hammer privilege.

Owners should ban people not mods

well what if an owner promotes a mod to an owner!
