Because Chara is.

How? Chara's not even involved in the genocide route until they kill Frisk.

Chara is NOT evil. they committed SUICIDE by POISONING themselves with golden flowers TO FREE monsterkind. they loved Asriel and their monster parents. All they needed was 6 more human souls to free the monsters. The reason they kill Frisk/US is because WE killed everyone they loved. Chara did not kill them, WE did.

During a genocide if you look closely Frisk changes a little every time you kill monster.

The only thing about Frisk that changes during genocide is the exclamation point becoming a smiley face.
