If you read up on it, the ATF has a terrible reputation for trying to enforce rules that aren't on the books, making laws regarding alcohol, tobacco & firearms (only Congress is supposed to make laws,) and being used as the Clinton's personal army during the 90's (they were supposed to be enforcing tax law, not gunning down people.)
But that's IRL. In the game: I don't know what the atf is and join it for the free booze. It's not a good game...

So I'm hard at work planting and I realise I'm outta ammo and booze, (you need whiskey for health and ammo for your guns to fight off giant beavers, it's a kinda weird game) so I hop in the tractor and head for the liquor store.
The cops pull me over and wanna know why I got 10 empty booze bottles, a shotgun and an unlicensed tractor on the interstate.
Worst part? In the prison minigame you gotta fight Bruno the 500 pound prisoner! Brutal!

He's easy to beat if you're good at reaction time. Just dodge right before he hits and he goes charging into the cafeteria tables.
