A lot of Congress (myself included) won't vote for impeachment except under extreme conditions. Being AFK definitely isn't a high crime.

I think if you talk with the rest of Congress (or Scar,) they will tell you the same thing as me: impeachment is off the table unless we are dealing with an extraordinary situation or high crime.
Inactivity is only a minor 'meme based' crime. Example: one of my best friends on here is rarely online Friday through Sunday. That's because he uses a school computer and has trouble logging on during the weekend. You can't fault someone for being offline.
