As a US senator, he has no power in Texas. He can't create or vote for legislation within the state. He isn't the governor and cannot sign legislation into law. I suppose that as a lawyer - he may maintain a license to practice law in Texas, but that's about it. He has influence in the state, but his only power is his vote in the senate.
