Actually he's not speeding. You have a 15 km an hour gap before anything with a speeding ticket. You can look at what the tickets ticket finds of of less than 15 whatsoever. It's due to the fact that there's Hills there's curves there's all sorts of issues that can arise that can accelerate your vehicle to a degree of being over 15 km an hour. Also if there's five cars or four cars in front of you all going at say 20 km an hour of over the speed limit and there's other cars behind you that's also following suit. you're not actually speeding you're keeping with flow with the traffic and therefore you're exempt from being ticketed. but if you're all alone you have the obligation to travel at the designated speed limit with a 15 km an hour error of margin. Because the law understands that the roads and conditions may vary that can accelerate your vehicle. And they do not want you to go slow deliberately so that you're hindering traffic. So you could go 30 km an hour on a 40 km road but you're hindering traffic and you're going to cause problems therefore they allow a 15 km an hour margin of error.
also the United States should convert to kilometers an hour not miles per hour because it's a lot more specific in its numbering and you can see in more detail how fast you're actually going. For example because I said there's 15 km an hour margin of error in the US terminology that'd be only maybe 5 mph of error which you wouldn't be able to notice very much and thus you could be ticketed more easily. Much more Superior than the miles per hour

Actually when I was a kid a little boy I was told to color a ghost picture while I was in class it was Kindergarten.
