Yeah, a quick Google search confirms that Gang Stalking is almost never taken as a security threat but as a mental health differential diagnosis. Stalking almost always involves a personal obsession with the victim and occasionally might involve employment of a small group to get involved but something like this kind of scale is completely unknown to be actually implemented and is invariably handled as a psychological symptom.
