Yes, it is kind of hard to oppress something that you cannot control.

Suggestive can be suppressive as well as revealing. I'd say it depends upon the motive of the person/s in question.

Suggested group-thought is easily identifiable; however the caste that does it intentionally or unknowingly can depict the overall reaction by how their numbers impact public opinion.

Nope, all I'm saying is it is a tool that can be used in many different methods you can be honest about it or you can use it to manipulate people into supporting your cause

when is suggestion not oppressive and what test would you apply? they are indistinguishable until tested. influence and freedom.

What if the suggestion made was not one that was being forcefully implied that would help the individual that it was being suggested to? I could hardly see that being oppressive. That's like your office full of co-workers all buying you a gift basket of hygiene products the saying nothing but leaving it on your desk versus each of them individually coming up to you and telling you that you smell like crap. Or group of people collectively agree that it is wrong to kick a baby in the face I wouldn't say that is impressive. But I would say that that is a group that is suggested that people did not know any different do not kick a baby in the face if that makes sense.
