Once apon a time in space
Arcius was chillin' but he had a thought. "What if i tried to create something?" So that's what he did he use all the plates and formed a world of water. Then he place 3 beings there. Those 3 created land, oceans, and the sky. We now know these creatures as kyogre, groudon, and rayquaza. but these 3 needed help with creating land. So arcius made solgaleo and lunala. The sun and the moon. He now had a functioning system of day and night.
The arcius made more pokemon and yeeted them everywhere in the world. But now everything is normal, so he decided to take his elemental plates and fuse them with parts of the world creating 'types'. But one unfortunate pokemon got hit with pieces of all the plates and fused with them and became MISSINGNO.

But how does that explain how Mew has the DNA of all Pokémon

hmmm, i think mew has dna of everything as the universe was created mew was too, but slowly mew started to adapt to their surroundings and they transformed to different pokemon, and in the end, there were very little mews and it became rare. this does mean that mew has the dna of ALMOST all pokemon except pokemon like arceus, dialga, palkia, and giratina, who were created before them (and im pretty sure noone knows the dna of those pokemon lol).

also a pretty cool theory, when team rocket tried to create mewtwo.one of their failed experiments was ditto, the ditto that escaped could transform as they had dna of all pokemon.
