What would happen?

I think that the ENTIRE SKYWALKER SAGA would go differently. The only reasons Anakin wanted to be on the council, is because he wanted more power, and he wanted to access the Sith holocrons to save padme's life, without having to fall to the Dark Side.

Palaptine would still somehow manipulate Anakin into joining him making it possible for order 66 to still happen
Padme probably would've still died
Since order 66 would've still happened Anakin vs Obi wan would've happened
And Anakin probably would've still became Vader

I think a lot would change. Access to the Sith Holocrons would give Anakin hope to save Padme, so he wouldn't fall to the Dark Side. Mace Windu could have arrested Palpatine if Anakin hadn't intervened and sent him flying through the window. Order 66 would never have happened then because Palpatine's dead, and Padme would give a healthy birth to the twins, Luke and Leia would be trained at the Temple by Yoda and the rest of the Jedi, and everybody lives happily ever after.

well he still would have because that was in ep2, and this scene takes place in ep3. Although, i wish that line never existed.
