if we're gonna go full game theory on this question, it probably represents either a new villain appearing or another one returning, and either one happening would probably result in a new arc. And if it represents a villain returning, maybe clues to who it might be could be hidden in their arcs. Think: what character could be represented by a black cloud with yellow eyes?
