So "The Client" in the Mandalorian says that Grogu is and "asset". And Doctor Pershing tries to experiment on Grogu. And when Din tries to save Grogu from his cell Moff Gideon is there and he says, "All I wanted was some of his blood." I think that The Client, Doctor Pershing, and Moff Gideon are all followers of the Empire and they want to rebuild it. They need Grogu's blood to clone Palpatine. They need to use the midichlorians in Grogu's blood to give to Palpatine's clone so he can use the Force. So it would make sense why they want Grogu so badly and why Moff Gideon tests Grogu in Chapter 14.

The reason the empire wants grogu is so that they can use his blood to make sith clones. Basically they want him so they can create the first order and so they have a sith army. Grogu's blood has a high m count as doctor Pershing said and would be the most powerful person to use that would be fairly easy to catch (or so they think). Getting grogus blood would create snoke (as useless as he is). IMO snoke needs a back story (other than he’s a clone of palpatine which again makes no sense)

and there were clones in Doctor Pershing's lab. (Chapter 12: The Siege)

I think that they are trying to infuse midichlorians into normal people to make a force sensitive army. They take Grogu's blood to be the infusion but, "the bodies rejected the blood and they have exhausted their supply." as Dr Pershing says in "The Siege". Although you could be right that they are trying to clone Palpatine, but I think that Palpatine used his anger and hatred to keep his mangled body together. This is actually a force ability that another Dark Lord of the Sith used to stay alive after being killed my hundreds of Jedi over centuries.

NO! he couldn't see because in canon a stormtroopers helmet display is only accessible by the trooper it was assigned to.

That too, but when they were shooting the movie, Mark Hamill didn't know they were still filming so he said "i can't see" blah blah blah but you are right, Stormtrooper helmet displays can only be accessed by the owners.
