Article II, section 1, paragraph five of the U.S. Constitution says: No Person except a natural born Citizen, or a Citizen of the United States, at the time of the Adoption of the Constitution, shall be eligible to the Office of President.

Yes but foreigners can apply for a citizenship if they have a continued residency. I know for a fact that it allows them to vote. I guess it isn’t for presidency.
