For example, let's say a voter prefers a less popular candidate named RED, but he strongly dislikes a more popular candidate named YELLOW, and has mixed feelings about another more popular candidate named BLUE. The voter strategically votes for his #2 favourite option BLUE, instead of his #1 favourite option RED. He does this because he thinks that voting for RED would divide the vote for BLUE, who is the only candidate popular enough to stop YELLOW from winning. The lest popular candidate is eliminated, and their votes are distributed accordingly

You need to reform the voting so everyone gets a chance, but the average imgflip voter can still vote for his/her friends without throwing away their RP vote.
We need a 2 day election. Day one: vote for whoever. Day two: pick between the top 2 candidates in a run off. That way I can vote '3rd party.'

If I were to become head of congress I would definitely consider proposing this. It sounds smarter than Richard's ranked voting idea and it will make it so the voting is closer to a true consensus.
