Not only is he a completely different design, he has different internal body parts (the remains of his body). As far as I know, robots can't take themselves apart and replace parts, and metal definitely can't grow organic matter (bones, whatever stuff the head's made of, the muscles, etc.)

William IS Springtrap, but Scraptrap is ALSO William, since we play as (how you call him) Eggs Benedict Ennard-puker Afton Michael in Fnaf 6 AND Fnaf 3. Probably the most likely reason how Springy looks different is that his original body became destroyed in the fire in Fnaf 3 and his soul possessed another SpringBonnie (I saw a video where it called it Prototype Spring Bonnie), which also had a dead body in it, but because it was a prototype, it didn't destroy all the parts of the human body, leaving the bones and muscles visible, along with the head.
