It's pretty easy, you do ( /setblock ~ ~ ~ minecraft:nether_portal ) (don't type the parentheses though)and then surround it in obsidian.

But it'll be hard

It's a nether portal for chickens, silverfish, and every other small mob that can fit in.

You could swim up to it if you have a water bucket
