Imgflip doesn't really upload new templates, users in the Imgflip Community do. Some of those templates become established memes.
Pretty much a two step process when uploading an image. Go to
imgflip.com/memegenerator
click upload new template button, then check the "Allow this template to be shared publicly" box.
After uploading the image, the template will be in your
imgflip.com/my-templates page.
