In a straight fight, that would be more dangerous, what with four limbs and greater mass. All the head could do is head butt and bite you.
But this almost certainly isnt a straight fight. The head is floating, and that means supernatural powers, where the body could just be a zombie.
But there is another reason I would be scared of a disembodied head more... Expression! I cant imagine looking at a floating disembodied head and thinking it more horrific, no matter what it's expression is! Angry, mournful... giggling! Just... damn.
