Remind me which villain was condemned. The closest I can get is Dr. Facilier(Princess and the Frog), but God wasn't the one who did it.

Yeah Dr. Facilier, while is wasn't from God, technically was dragged to Hell, and so did Judge Frollo from the Hunchback of Notre Dame. The "by literally God himself" part was added more as a joke

Well there should be a "they realize what they are doing" part like speckles in G-force where he realizes what he's doing is wrong and doesn't make him better then the people that (spoilers) kill his family

Yeah. When Disney Villains die, they usually fall to their doom as it's the most "family friendly" way of killing them. So, it's not only in Pixar's Up but also in other Disney movies like Beauty and the Beast, The Great Mouse Detective etc.
