You can build the outer shell, but not the entire thing. The materials are made from plastic/wax so you would probably need some wires, circuits, and a whole bunch of other stuff. In short, you can try, but it probably wouldn't turn out the way you expected.

actually, to an extent it could! You would need some mechanical parts like a motor and the hotend (like, the WHOLE hotend), but a lot of it could be printed!

No, but you could make new parts for a broken printer. You just can't do the circuitry. I speak from experience.
