What it has to do with his race is as pertinent as you're lack of understanding into the definition of a Terrorist as you wouldn't even suggest the label nor apply race to it if you knew anything more than nothing on either.
As far as I read he did not make any political demands amongst other things which could possibly be called enabling a terrorist tag, the Mentally disturbed tag may well apply.
