This is Amtrak 90218, an ex-F40PH Non Powered Control Unit (NPCU).

This is Amtrak 90218 after striking a truck at a grade crossing while pulling train 350 on May 30, 2006. The crash resulted in a fire.

The unit never saw Phase IV paint, as it was still in Phase III when converted to an NPCU

As seen here, the fire from the crash burned off the Phase V paint it was later put into, revealing the classic Phase III
