Technically speaking, it's not that he got his memories back, it was just that he remembered them. By that logic, if stan DID remember bill, bill wouldn't be back. Bill "died" with stans memories, and it would be physically impossible to get those SPECIFIC memories back, aka the ones that "died" with bill. sorry i wrote a whole paragraph
