Well.... both are still very accurate, but only Zuko,Azula, and Admiral Zhao(for a bit) where actually hunting Anng. And Zuko even joined Anng's side in book 3. (Srry for the spoiler). But it's still accurate since the whole fire nation was hunting him down, technically.
