If people license pets why can't they license guns?

No, but in general if there were no controls on anything that would be anarchy. Dogs n guns is a good start!

IMCO we should only keep guns away from murderers and people who consistently foolishly use them.

physically incapable? You mean no hands? ok but they still might want to go huntin wabbits. Totally agree about mental issues but many others don't because 'rights' and sometimes the dumb ones follow orders better

If you can't control the firearm you are physically incapable. A four-year-old might be able to operate a .22 rifle on a table, but not a large caliper semi-automatic rifle standing up. As for mental capability, most people with mental diseases like autism are actually incredibly intelligent, but just have problems with social skills.
