No, those are some of the basic infrastructure that government provides. By that logic, any amount of government is socialism. However, socialism has more to do with making things free and redistributing wealth.

I mean if you want to get into it Capitalism, Socialism, and Communism have never been completely implemented because they're all economic theories. We are currently living in a mixed economic system like most of the world, which I completely support.
