You can take inspiration from movie/videogame characters, eg. personality, design ect.
Make animal ocs, human ocs, make made up creatures, you name it, you do it!

1) think: you wanna have a base if you wanna have an OC
2) design:make the OC’s design
3) personality:if you wanna roll play you have to give your OC a personality
4) backstory:this is optional. If you want to give meaning to how your OC acts or talks, give it one.
5) interests:likes, dislikes, favorite things, it’s up to you.
