He actually isn't that strong, he's the weakest enemy in the game. He only has 1 ATK, but there are no invincibility frames. He dies in one hit, but he dodges your attacks because he's the only one who figured out you can do that.

So basically, he's only strong against ME, the player, but against other monsters he would die instantly?

Pretty much. Unless the monsters killed Papyrus, in which case they're f**ked.
