If anyone asks for something to change in the IMGFLIP_PRESIDENTS stream, as the Head of Congress, I will usually have to hold a debate on that proposal. Once the debate ends, I decide whether it is constitutional. If yes, Congress will vote on whether it should be passed. If no, then it will be dismissed. There is no limit on how many people can join Congress, but Congressmen/women can be removed. There must always be a Deputy Head of Congress, which is who_am_i.
