How do the watermarks get there?
I cannot find anything in voting regulations to describe anything about the paper being of any specified type.
It does say for watermarking to be embedded but it would seem that there are many printers of ballots throughout the U.S. and they would need to be using the same approved paper at all sites for it to work. Otherwise, I know we are talking about the use of micro dots, quantum technology but i as yet have been unable to determine whether it is in the paper at printing or added as the votes go through machines. Any ideas on those questions?
