Moving the goalposts is when you start with one claim and then you change the standards and then argue the original claim is not true because it failed to meet the new standards. And the claim isn't Biden is gaining more than Trump , it's "100% to Biden in a huge statistically improvable lump sum". Therefore the new standards are not meet, so the claim is not true -> moved goalpost

Counting ballots is different than reporting how many ballots have been counted

It's different from state to state (or county to county), some states report all the ballots at once (total dems vs total republicans) while some report ballots one by one.

I believe sometimes they report all the Democrat ballots and then the Republican Ballots for a specific county, so first the democrats get updated and then the Republicans
