Zapdos, Articuno, and Moltres are more overrated than Mewtwo. That is my genuine opinion but I think they are mythical Pokémon and not legendary Pokémon so Mewtwo is the most overrated Legendary Pokémon.

My reasoning: Zapdos, Articuno, and Moltres are just 3 birds while Mewtwo is just a clone.
