When you have to work that hard to explain the nuances of your meme, the meme fails. You left the interpretation of the lady open to the viewer. In which, I interpreted it as "Angry reaction, rage, etc." That hate crime was one example, reports show that after Obama's inauguration (and before) there had been a sharp rise in hate crimes. Including seeing hanging, burning effigies that resembled the newly elected president. So, there's that.

So, you mention laws that were passed on the books. How they different from mandates, executive orders, etc. So, how does that differ from Trump's executive orders? If one expects another to respect the President's Executive Orders, then one should equally respect such orders by the governor, and the mayor. The only difference is the level of government. State vs. Federal. Going beyond that, there's also local government. Just because a governor imposes a mandate/edict that you don't like doesn't mean it's tyrannical or oppressive. They're simply doing their job using the powers available to them. You're not mad that they made mandates/edicts for face masks. You're mad that Trump didn't make an executive order that countered it. To repeat the rhetoric of the right regarding federal level executive orders: "Don't like it? Move out." Though, regarding state level, it would be far easier than leaving the country. Second, if they're truly tyrannical, go to your state capital, speak to your state officials and get the person impeached. Good luck though.
Regarding the church... I'm not sure how you're conflating the idea of a hate-attack on a predominantly black church, versus the shutdown of churches in the midst of a pandemic. Those are hardly comparable. You're so worried about churches, yet if you were truly religious you would know that you do not need a church to practice your faith. The government still permitted gatherings of up to ten people. The difference between that and protesting is that you cannot limit protesters. You simply can't. If protesters are to stand outside a building with signs showing their protest, you can't tell them to do that at home. You can't tell them to take turns. However, you can still have bible study groups, you can still have sermons over the internet.
