Most people tend to notice changes soon after they are implemented and announce it on their own through memes such as the ones you'd find here. For big changes you will find announcements here. So I'm not sure how useful a notification would be.

Not everyone knew why they lost some of their followers though. I think things like that should get a notification but things like changing the shape of the font color boxes shouldn't
