i kept playing with her as she's good at heist and got her to rank 13
((i mean not bad for a new player...))

Penny at like rank 18-19 is ok for heist, but not ideal. If anything, Jessie is the best for heist

imo, I would level her up to 7 and push her to rank 16- her second gadget recoil spring is godly in brawl ball
