The speedforce and everything that consists with it like time, and speed. Mainly physics, is all in control of that. You reset the timeline, you change something in it, you'll ruin it. You will then live in another timeline, thats completely ruined. You would ruin other peoples lives and all that.

Not only that but time always makes up for another thing. So if its a bad event you changed, the speedforce will make another bad event but worse

There arent really any downsides to slowing time down. If you have the speedforce in you, your a speedster. What happens would be that your heart is beating too fast to keep up with time. Therefore only to you , the world seems slowed down

I dont think you can ever freeze time, you can slow it down, or you can be moving so fast, that it appears slowed down too
