I think they could be considered human with feelings, but common sense would be different. For example, the robot may turn off the fridge to save energy, but then it would spoil all the food.
It would cost a ton to make it, I’m assuming, but after a while it would become cheaper.
We already have many AI programs (Siri, Google assistant, etc) so we can be sure it would work well.
I think we should be kind to them, as if they were another human, especially if they give them feelings.
I think they might be allowed, but they should have certain safety measures to address like making a button to shut them off or stuff like that to prevent a very possible tech takeover.
