We know, but like Hitler, he was raised in a country other than where he was born in. I mean, if a New Yorker is raised in New Jersey, they're considered New Jerseyan. It can go either way or you can call yourself both, I guess.
I highly doubt that. Pretty much all of the most famous political figures know at least some of other languages because they have to travel around the world. Take Putin for instance, who speaks English with perfect fluency.
