After you make your first panel, but BEFORE you click the GENERATE button. At the top of the window above your image is a button labeled: "ADD IMAGE". Click that and you can chose where to place your next panel. You can keep adding panels next to or below your current image. When you are completely done you can click the GENERATE button.
You probably will get another window where you have to name your meme and name the subject matter, but when you do that it will get reviewed and be posted.
