extreme circumstances, i.e, when the
impersonator has failed in numerous attempts
at attracting attention using his originial
identity.

must be tolerated thrice, if a Ship does not build
thrice, the respective Accountability bureau for
the State must interfere and prevent the
impersonator from further misuse of Special
Dating Rights and bringing a bad name to the
respective security office being used for faked
